In just under four months’ time we will take the most important decision about the future of our country for at least 40 years when we cast our vote in the EU referendum.

Speech by Rt Hon Hilary Benn MP, Shadow Secretary of State for Foreign and Commonwealth Affairs
Chatham House, Thursday 11 February 2016

Since it was founded almost a century ago Chatham House has born witness to, and at times helped shape, profound changes in our world.

Two world wars, the end of Empire, the creation of the United Nations and of the European Union, the formation of NATO, the end of the Cold War and the collapse of the Berlin Wall. An era that has seen the rise of new world powers, alliances, conflicts and threats and the blistering pace of technological change that is revolutionising our economies and shrinking the world. News has never travelled faster.

There's been a lot of debate in Holbeck recently about the ‘managed area’ for prostitution.

The story goes as follows. There's long been prostitution in the area and it has caused nuisance and distress to local residents. The police have tried their normal approach although according to research by York University it has “made very little difference to local residents and to the numbers of complaints” and there are groups, like the Joanna project and the Basis Sex Work Project, that support the sex workers and, in some cases, help them to leave behind prostitution as a way of life.

The introduction of the New State Pension in April 2016 by the Government unfairly affects women born in the 1950s, and I fully share the concerns many people have about the new legislation. A debate was held on Monday 1st February about the issue, prompted by an online petition signed by thousands of people calling for fair transitional state pension arrangements. Women Against State Pension Inequality believe that there has been too little notice of the government’s changes to pensions, and that these changes happened faster than promised, leaving little time for women to plan for retirement.

I strongly support extending the franchise to 16 and 17-year olds. Scotland has given us a glimpse of what enfranchising 16 and 17-year-olds can mean. Over 80% registered to vote in the referendum in 2014 and they brought energy and vitality to the debate. And all of us who already have the right to vote and who value the opportunity it gives us to decide how we are governed should be hugely proud that young Scots voters showed that they had thought long and hard about the world they want to inherit.

I have been contacted by many constituents recently about the need for the UK to welcome more refugees.

Concerns have been raised over the current family reunion criteria for refugees and those with humanitarian protection status in the UK, and about whether these criteria may be keeping families apart.  As you may be aware, the Government's Immigration Bill returned to the House of Commons on 1st December for its Report Stage and Third Reading, and I know that organisations such as Refugee Council called for the Bill to be amended to extend the refugee family reunion criteria.

Many constituents have contacted me recently regarding the Government's proposed cuts to financial support for new claimants in the Work Related Activity Group (WRAG) of Employment and Support Allowance (ESA).

I sympathise profoundly with anyone who is affected by cancer, and I appreciate how devastating this can be. I also recognise that those recovering from or being treated for cancer need additional support at this very difficult time and share the concerns about the Government's proposed changes to WRAG, which would see the level of support for new claimants in WRAG cut by around £30 a week from April 2017. I oppose this unfair and unjust measure, as it will hurt vulnerable people who through no fault of their own are suffering from serious illnesses and are in and out of work intermittently. It also risks creating a perverse incentive for people with health problems to be placed in the more expensive Support Group of ESA, thereby making is less likely they will receive help and support to return to work and potentially increase social security costs.

Lots of constituents have contacted me recently regarding the Government's decision to end student bursaries for nurses and Allied Health Professionals and the related campaign by the Royal College of Nurses (RCN).

Nurses, midwives and allied health professionals work long hours, often in difficult circumstances, and frequently take a direct role in caring for patients when they are at their most vulnerable. They deserve our respect, admiration and support. It is absolutely crucial that the Government does not put people off pursuing a career in these professions.
